The SK was established under the Local Government Code of 1991 (Republic Act 7160) as a way to involve Filipino youth in local governance and leadership.
SK aims to empower Filipino youth by giving them a platform to lead, create change, and actively participate in local governance.
The SK was reformed and strengthened by the Sangguniang Kabataan Reform Act of 2015 (Republic Act 10742)
This law aims to improve transparency, accountability, and the effectiveness of SK councils nationwide. It introduced measures ensuring SK officials are well-trained and responsible leaders who truly serve the interests of the youth in their communities.

Roles & Responsibilities of SK Officials
All officials are elected by youth aged 15 to 30 in the barangay and serve a three-year term. They are tasked with representing youth interests, promoting leadership, and organizing programs that support education, health, environment, and community welfare.
The Sangguniang Kabataan (SK) functions as a crucial link between the youth and local governance, ensuring that young individuals are meaningfully represented in barangay affairs.

The SK Council of Barangay Tagapo is composed of youth leaders with defined roles in governance and development.
SK CHAIRPERSON
Serves as the head of the SK Council and the official youth representative in the Barangay Council. The Chairperson is responsible for leading the council, formulating youth policies, and overseeing the execution of programs and activities aligned with the youth development agenda.
SK KAGAWAD
Assist the Chairperson in crafting and implementing initiatives aimed at youth engagement, welfare, and development. Each SK Kagawad may be assigned specific functions or lead particular projects that address various sectors such as education, health, sports, or the environment.
SK SECRETARY
Manages the administrative functions of the council, including the preparation of minutes, maintenance of records, and coordination of official communications. The Secretary ensures that all council activities are properly documented and organized.
SK TREASURER
Oversees the financial affairs of the council. The Treasurer is tasked with preparing the budget, maintaining financial records, and ensuring the proper and transparent disbursement of SK funds in accordance with existing laws and policies.
